Self regulating organization "National Organization of Art Experts"

Code of Ethics

The society needs the expert activity in the sphere of cultural values accomplished by the experts of different specializations - art-historians, technologists, restorers, appraisers and others (hereinafter - experts).
Experts have to justify the trust of those who need their services, professional consulting, and aid in taking decisions concerning the turnover of cultural values.
The credit to an expert is due to the social reputation of its profession. In this point the interests of the experts – members of self regulatory organization, and all professional community coincide.
Each member of “National organization of Art Experts” (hereinafter “NOEXI”) has to make ceaseless efforts to create and maintain the social credit to the status of expert in the sphere of cultural values.
NOEXI formulates and specifies the well-known principles of diligent activity in form of rules and standards.
Demanding each expert to follow conscientiously these rules, NOEXI forms the basis for more complete self-realization of experts in the interests of the profession and for the benefit of society.
All members and candidates of NOEXI have to follow strictly the rules established by the present Code of Ethics (hereinafter - Code).
An infringement of the rules of the Code by the members of NOEXI may entail an application to them of disciplinal reprimands including the expulsion off NOEXI.
NOEXI considers that each expert who wants to become a member of NOEXI aspires to the objectivity and independence in its activities and possesses an adequate self-estimation of its qualification and specialization.
NOEXI considers that the rules of the Code are not (and may not be) complete and settling all problems of expert practice.
The position of principle of NOEXI is that in purposes of establishment of fair traditions in the sphere of self-regulation in the branch, it is necessary to establish in the Code the limited quantity of the major rules of ethics and then to achieve their strict execution, gradually supplementing the Code in process of development of NOEXI.
If there is no precise answer in the Code to the arising questions, then Council of NOEXI is authorized to give the interpretations and report them to all members of NOEXI.
Council of NOEXI is obliged to maintain ceaseless supervision over the preparation and execution of the improvements to the Code.
The following concepts are accepted in the Code:

Expert – a member of NOEXI
Organization – the corporate body one of the main activities of which is the rendering of expert services in the sphere of cultural values and where an expert is an owner or employee on a constant basis or according a contract.
Client – an individual or corporate body asking expert or its organization for an expert service.
Examination – a set of works of expert - performed under the orders of client, concerning the work of art or other cultural value.

The present Code is accepted by Council of NOEXI on April, 04, 2006


An expert has to fulfill his duty with objectivity and impartiality. That is why at a performance of a task under clients order an expert has to remain absolutely independent. Otherwise he has to refuse the performance of such task.
An expert also should aspire to abstain from situations which might make grounds for the clients of NOEXI or third persons to doubt the independence of the expert.


It is a duty of an expert - to accept to execution only the tasks corresponding to a level of professional skills and area of specialization of the expert.
The information concerning its qualification and specialization which is granted by the expert to potential client, colleagues and to employers should be objective and not contain distortions of truth. This information should not form an inappropriate opinion at the clients of NOEXI or third parties.


An expert is obliged to carry out an examination of cultural values carefully and honestly, aspiring to obtain satisfactory grounds for formation of his professional opinion.
An expert is obliged to formulate carefully and honestly the results of the examination, avoiding an opportunity of ambiguous interpretation of results.


Considering the exclusively high social importance of the subject of professional activity of art experts and consequently their extraordinary status, an expert at carrying out its professional duties should consider the legitimate interests of its organization, a client and other interested parties including the concept of “public interests” within the limits established by the legislation and confirmed by expert, cultural and trade practice.
By virtue of the historical reasons, including features of the museum and expert practice, many experts are employees of museums and other state organizations of the Russian Federation. An expert should not allow the conflict of interests between its personal activity and its activity on behalf of organization.
The present rule assumes, that in its activity an expert observes not only the Code and other rules and standards of activity of NOEXI, but also the ethical rules and standards of the organization of the expert.


An expert should not disclose documents, or the information, received during examination so that to allow the third parties to identify expert results, object of examination and the client. Exceptions constitute cases when it is a duty of the expert according to the current legislation, or there is consent of the client on it.
An expert has no right to use the information or the facts received during examination to the detriment of the client, or for benefit of the third parties.


An expert always should act so that not to discredit itself, not to undermine respect and trust to the profession, the status of the expert, to its organization and to NOEXI.
